What if travelers do not cooperate with the quarantine measures?

For inbound travelers who do not cooperate with the quarantine measures or leave the designated site for quarantine before the expiry of the quarantine period, the public security department may assist the medical institution in taking compulsory measures.

For inbound travelers who refuse to accept testing, according to the implementation rules of the Frontier Health and Quarantine Law, and those who refuse to accept testing, resist health supervision or refuse health treatment shall be given a warning or a fine of a certain amount.

Actions that hinder the prevention and control of COVID-19, such as disobeying instructions, failing to cooperate or refusing to implement relevant government decisions, orders or measures, according to the Law on Response to Emergencies, or actions that constitute a violation of public security management, will be punished by the public security organs according to the law. According to the Criminal Law, those who use violence or threats to obstruct staff of State agencies from performing their duties according to the law shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, surveillance or fines.

Anyone who causes the spread of COVID-19 or poses a serious risk of causing transmission shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention, and/or a fine in accordance with the provisions of the Criminal Law.

What are the penalties for fabricating and disseminating false epidemic information?

In the prevention and control of the epidemic, people fabricating and disseminating false information about the development of emergencies or emergency responses, or knowingly spreading false information, when constituting a violation of public security management, shall be punished by public security organs in accordance with the law. Those who seriously disrupt social order shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or surveillance; those who cause serious consequences shall be sentenced to fixed-term imprisonment of not less than three years and not more than seven years.
