New rule for travelers coming and returning to Jiangsu

On January 17, the two divisions within the Leading Group of Jiangsu COVID-19 Prevention and Control Task Force in respective charge of COVID-19 containment and community prevention jointly issued the "Notice Further Clarifying the Health Management Measures of People Coming and Returning to Jiangsu Province during the Spring Festival", which targets five categories of people.

1. Cross-border travelers

The "14+14" health management measures will be implemented for cross-border travelers, namely, when the period of 14-day centralized quarantine for medical observation is over, another 14-day home quarantine will apply for those eligible people, during which nucleic acid testing will be carried out on the 3rd day (48 hours later) and 14th day of home quarantine. Those who test negative could be included in routine management afterwards. For those who enter China via other provinces and return to Jiangsu Province after 14 days of centralized quarantine, home quarantine will apply on their first day of return, and nucleic acid testing shall be carried out within three days. On the last day of 14-day home quarantine, another nucleic acid testing shall be carried out. In accordance with the above-mentioned requirements, for those coming through the "fast track", the closed-loop management will be extended to the 28th day after their entry into China, and nucleic acid testing shall be carried out accordingly. During the period of home quarantine and closed-loop management, it is prohibited to leave home or facilities for closed-loop management. Regarding nucleic acid testing during the period of 14-day centralized quarantine, two different brands of reagent kits shall be used for parallel testing.

2. Travelers working in high-risk industries such as cold chain

Those who are engaged in high-risk work such as loading, unloading, handling and transportation of cold chain items (including cold chain food) must hold a certificate of negative nucleic acid test result issued no more than 7 days ago when come and return to Jiangsu Province. Those who fail to provide one will be transported by special vehicles to the service point for sampling of nucleic acid testing. 14-day home quarantine will apply in all regions within Jiangsu Province, during which nucleic acid testing shall be carried out on the 3rd and 14th day, body temperature should be measured twice a day and reported to the community, and such behaviors are strictly prohibited, including organizing or participating in gathering activities such as meetings and dinners, engaging in offline teaching or other crowd activities organized by schools and training institutions, entering KTV, pubs, public bathrooms, cinemas, Internet cafes and other confined indoor places. Wear a mask any time when going out, do not take public transportation, keep a safe distance of 1 meter from others, and avoid going to crowded places and participating in crowded activities.

3. Travelers from medium-and-high-risk areas

People who have left medium-and-high-risk areas for 14 days need to undergo nucleic acid test on the day of troubleshooting, and they shall receive a 14-day home-based observation until they have left medium-and-high-risk areas for 28 days. During the home-based observation period, they shall check and report body temperature twice a day, and take a nucleic acid test on the final day of home-based observation. People who have left medium-and-high-risk areas for less than 14 days shall receive a 14-day quarantine at designated places until they have left medium-and-high-risk areas for 14 days; daily health monitoring shall be carried out during the isolated quarantine period; 2 nucleic acid tests shall be taken (on the day of tracking and one day before release); nucleic acid test before release shall use two different brand reagents for parallel testing.

They shall be included in the community grid management after release and undergo additional home-based observation until they have left medium-and-high-risk areas for 28 days. On the 3rd and 14th day of home-based observation, they shall take nucleic acid tests. During the home-based observation period, they shall take and report body temperature twice a day. They are not allowed to organize or participate in gathering activities such as meetings and dinners nor to engage in offline teaching or other collective activities organized by schools and training institutions. They are not allowed to enter indoor and confined places such as ballrooms, public baths, cinemas and internet cafes. When going out, they shall wear masks all the way, not take public transportation and keep a safe distance of 1 meter from others. They shall avoid going to populated places and participating in gathering activities.

4.  Travelers from low-risk areas in the cities (or districts of provincial-level municipalities) with medium-and-high-risk areas

Travelers who are coming or returning to Jiangsu from low-risk areas in the cities (or districts of provincial-level municipalities) with medium-and-high-risk areas shall submit negative nucleic acid test results issued within the past seven days. For those who fail to submit negative nucleic acid test results as required, they will be transferred to sampling sites to take tests. They shall take body temperature twice a day.

5. Travelers from other low-risk areas

Travelers who are coming or returning to Jiangsu from other low-risk areas shall track their daily health and take temperature checks twice a day. Returnees from rural areas shall also report to their village committees on the day they return.
